DefenseSecretaryPeteHegsethannouncedWednesdaythatU.S.andPanamaofficialswouldsigna“framework”agreementallowingU.S.warshipstotravel“firstandfree”throughthePanamaCanal.
HegsethsaidthetwocountrieshadalreadysignedamemorandumofunderstandingonsecuritycooperationandthattheywouldfinalizeadocumentguaranteeingU.S.warshipsandauxiliaryvesselspriority,toll-freepassagethroughthecanal.
WhenSecretaryofStateMarcoRubiovisitedPanamaearlierthisyear,theStateDepartmentclaimedithadsecuredadealforthefreepassageofU.S.warships.ButPanamanianPresidentJoséRaúlMulinodeniedanysuchagreementhadbeenreached.
“Icompletelyrejectthatstatement,”Mulinosaidatthetime.ThePanamaCanalAuthorityalsosaidithad“notmadeanyadjustments”toitsfeestructure.
